Startup India Seed Fund Scheme

Startup India Seed Fund Scheme started in 2021 to help startups with funds. The fund will be used for proof of concept, building prototypes, testing products, getting into the market, and commercializing their ideas. Since then, the government has approved about Rs 592 crore, and nearly Rs 294 crore of that supports women-led startups. The scheme hands out grants up to Rs 20 lakh for concept validation, and offers up to Rs 50 lakh as convertible debentures or debt to help startups enter the market. To qualify, a startup needs DPIIT recognition, must be less than two years old when applying, and should be working on something genuinely innovative. PIERC guides students through getting DPIIT recognition and helps them apply for the Seed Fund.

Student Startup and Innovation Policy (SSIP, Gujarat)

For students who want to work and start their businesses can register themselves in SSIP. It is a Gujarat government program that provides grants to student-led startups and innovation projects.

At Parul University, Anjali Khichar walked into PIERC during her first 10 days on campus. She was assigned a mentor who believed in her idea and received an SSIP 2.2 grant. She now runs three ventures. Priyanshi Rathod entered through the Smart India Hackathon organised by PIERC and received Rs 1.2 lakh for platform development. She is currently running paid pilots with three universities and two schools. SSIP grants are available to students from any faculty, not just business or engineering. PIERC handles the application process as part of its free incubation support.

iHub Gujarat

iHub Gujarat provides grants of up to Rs 10 lakh for early-stage startups. Dr. Foram Vaghela, who spoke at Women Startup Meet 6.0, received Rs 10 lakh from iHub Gujarat for her agri-biotech startup focused on DNA-based sex determination methods for plants, addressing the problem of farmers wasting months on male plants. The grant covered research, development, and initial market testing. PIERC actively supports students in applying to iHub Gujarat and preparing the documentation required for evaluation.

MUDRA Yojana (Pradhan Mantri MUDRA Yojana)

MUDRA provides microfinance loans to micro and small enterprises through three categories: Shishu (up to Rs 50,000 for starting a business), Kishore (Rs 50,000 to Rs 5 lakh for established businesses seeking growth), and Tarun (Rs 5 lakh to Rs 10 lakh for further business expansion). No collateral is required. Women entrepreneurs make up a significant proportion of MUDRA beneficiaries nationally. For student founders at Parul University who have validated their idea through PIERC and are ready to move into production or market launch, MUDRA Shishu or Kishore loans can provide the working capital needed without collateral requirements.

DPIIT Startup India Recognition

DPIIT recognition is the gateway to most government schemes. A DPIIT-recognised startup gets access to tax benefits (Section 80-IAC income tax exemption for three consecutive years), easier public procurement norms, self-certification under labour and environmental laws, and eligibility for the Seed Fund, Credit Guarantee Scheme, and other government programmes. PIERC guides students through the DPIIT registration process, which requires the startup to be incorporated as a private limited company, LLP, or partnership firm, be less than 10 years old, have annual turnover not exceeding Rs 100 crore, and be working towards innovation, development, or improvement of products or processes.

Over 60 female students participated in startup idea pitching in the most recent edition. Two current students, Anjali Khichar and Priyanshi Rathod, received grants through PIERC in their first year. This is the operational proof that the pipeline works: from idea to incubation to government funding to market, all within the university.
